The Role
As a Buyer, you will be responsible for managing the procurement of equipment, works, and services required for the successful delivery of our projects. This role is crucial to ensuring that all resources are acquired on time and within budget, plus to the required standards.
Principal Accountabilities, Qualifications, and Experience

Establish the best possible environment for consultations: ethics, competition, safety, CSR, and planning.

Source and draft the "bidders list”: before the launch of a consultation, ensure the list of service providers is compliant and able to submit an offer (according to the need and the desired deadline).

Define the consultation schedule with the project manager.

Prepare consultation files: draft contract, price schedule, technical specification, and associated documents.

Conduct analysis of commercial offers: drafting of the "Commercial Bid Tabulation (CBT)", decomposition of prices, the first analysis of contractual reserves, verification of compliance with legal obligations by bidders (CSR, Preventing illegal Working, Bribery Act 2010) and contractual evaluation, with support from the Legal department.

During the technical and commercial clarification phase, organise meetings and support the client requesting the services, to challenge the suppliers’ offers.

Update the commercial analysis, using the CBT.

Conduct the final negotiation and complete the CBT, including the final technical analysis to identify the recommendations and send them to the relevant manager. Prepare a Tender Board and circulate it if required.

After the manager has validated the recommendation, notify the decision to the bidders (award or not).

Draft the contract, issue, and complete the signing process.

Monitor supplier performance: maintain support for the project manager or contract manager, evaluate services, dispute management, negotiate and draft amendments, and change management.

Ensure the receipt, application, and monitoring of financial guarantees and liquidated damages.

Report to the group leader and manager on the progress of files, following up on any disputes and supplier performance.

Educated to A level or equivalent qualification and a University Degree is desirable.

A minimum of 3 years’ experience in a technical purchasing or project management role with experience in project-based working.

Demonstrable experience using SAP or similar IT systems.

Strong skills in Excel and other Microsoft applications.

Able to demonstrate a high standard of written and verbal communication skills.

Fluent in English (spoken and written). French would be an advantage.
